Depending on what era you’re attempting to model, you will need only one of the next two parts:
2204 Coupler Lift Bar w/Bracket pkg(2)
or
2211 Coupler Lift Bar - AAR Type 1 /2
The AAR type first appear on the SD38’s starting around 1978ish, use part number 2204 if you intend to model the unit before then. Refer to prototype photos as much as you can. If you use the AAR type cut levers you will need to purchase the brackets separately:

www.flickr.com/photos/dtisd38/6535237437/in/photostream/The 1 up/1 down style brake cylinders/piping can be found on diagonal corners of these units, firemans side front and engineers side rear. Use 12-14 gauge wire for the piping.
Don’t forget about the recessed sand fill hatches on either end. I have never seen a photo of the SD38’s without them, it seems as though they received that modification immediately upon arrival. Depending on what timeframe you are looking to model, you may have to paint the handrails/step edges/cut levers orange. The pilot footboards should be shaved off depending on timeframe as well, again use prototype pictures for reference. This is what an Athearn SD38 could look like once detailed:
